Information Collaboration & Sharing
Internal and external exchange and harmonization of safety data and information
Introduction
Information Collaboration & Sharing identifies opportunities for domains to maximize the full value of their operational and safety data through information harmonization and exchange. These opportunities are contingent upon developing and maintaining robust safety culture, employee trust, and bottom-up organizational support.
This section identifies:
- the benefits of cross-domain and –organizational information exchange,
- sample cross-domain relationship building opportunities, and
- opportunities to share operational and safety data to improve performance.
Benefits of Information Exchange & Collaboration
Aviation safety is continually evolving and growing. Currently, many in the industry are shifting safety analyses from reactive to predictive. This significant change could in-part be attributed to stakeholders having increased access to higher quality information from multiple data streams. Increased access to information allows internal and external stakeholders to increase organizational and safety program effectiveness by:
- pairing different operational and safety data sets to develop a more complete risk picture,
- gaining greater insight into systemic risks identified by other domains or organizations,
- understanding the efficacy of mitigations implemented by other domains or organizations,
- identifying opportunities to implement changes that benefit the global aviation system, not just a targeted domain or stakeholder (e.g. Air carriers vs. ANSPS and air carriers),
- holistically understanding the effectiveness of procedural and technological enhancements, and
- monitoring the health and integrity of end-to-end operations to identify emerging needs.
Cross-Domain Relationship Building
Developing a positive, open relationship between regulators, service providers, air carriers, manufacturers, and other stakeholders, is critical to further understanding and improving global aviation safety. Below are some sample opportunities to foster this cross-domain growth and the types of information that could be exchanged:
Air Carrier – Air Carrier
Air Carriers may forge relationships with other air carriers that operate in similar areas or regions. These relationships may be pursued with air carriers that have similar fleets, conduct operations in common locations, or are of the next level in size and complexity. Sample information that may be exchanged between air carriers could be:
- Top-level risks
- Risk pathways
- Mitigation strategies
- Air carrier procedures
- Accident & Incident investigation results
- De-identified voluntary safety data & trends
Air Carrier – ANSP
Air Carriers may forge relationships with ANSPs that provide air traffic services within areas that they operate. These relationships may be pursued between air carriers and ANSPs at hub airports, high volume terminal and en route areas, or with developing ANSPs. Sample information that may be exchanged between air carriers and ANSPs could be:
- De-identified voluntary safety data & trends
- FOQA data & trends
- Airspace procedure needs
- Human-system performance issues
- Regulatory compliance needs
ANSP – ANSP
ANSPs may forge relationships with other ANSPs that provide air traffic services within the same local or regional area. These relationships may be pursued between ANSPs with adjacent sector boundaries, regional boundaries, or with ANSPs that are of larger size and complexity. Sample information that may be exchanged between ANSPs could be:
- De-identified voluntary safety data & trends
- Radar track & voice data
- Airspace procedure needs
- Human-system performance issues
- Regulatory compliance needs
- Local area agreements
- Audit results
Air Carriers – Airports
Air carriers may forge relationships with the Airports in which they operate. Sample information that may be exchanged between air carriers and airports could be:
- Surface event data
- Voluntary safety data & trends
- Airport compliance needs
- Ground equipment events
Information Sharing Levels
Many factors impact the sharing and collaboration activities an organization engages in. The level of intensity matrix provided below has been developed to assist in the identification of the appropriate level of collaboration for each organization. Additionally, the levels of intensity allow an organization to identify opportunities to enhance data sharing and collaboration activities to support enhanced operational safety.

Information Sharing Assumptions
- All capabilities are independent of each other

- Domain capabilities are additive to the preceding domain capabilities (e.g., Industry Leading Capabilities assumes achievement of Minimum Compliance and Advanced Measures)
